So, basically I need a program that will convert the file system on a flash drive of mine to OSX Extended so that I can install OSX on a Powerbook G4 that I got.

Is the file a dot EXE executable file?
Because if it is you cant convert that, you will either have to re download the program for mac, or, not use it.
You cant just convert windows executable files into Mac OSX executables. Thats like trying to get an english person and a German to talk in their native languages to each other, it doesnt work.

I have the .dmg file of OSX, but my USB drive can't be formatted into OSX extended from Windows, and I'm unsure of the program to use.

Format it to fat32. Windows and OSX can use fat32.
