Is this normal pressure gauge

Is it the LP or HP gauge? If it's the LP gauge, then that's what it is supposed to be.

If there is no air running though it then run air through it.

If there is air going through it, you need a new gauge.

its the lp so its supposed to be like that, i just want to make sure its not broken

If you're airing it up and it still says zero, then either it's broken, or your LPR is turned all the way down. Otherwise, I'm not seeing how it would be broken.

No, that is where the needle is supposed to rest when at zero. When you get a chance, take a look at some other air guages and they will be the same.
