Budget: $500 but willing to spend a little bit more. Example: If I can get something substantially better for $550, I'll buy it.
What you going to be doing on it: Gaming, and Video Editing
What you're looking for: AMD, I need a whole new set-up. Note, the Monitor, Keyboard, and Mouse are not included in the budget.

I really tried my best. its just under your max of $550 with rebates.
This has a good CPU, a decent case, and good GPU, 8GB of 1866 RAM (1600 is cheaper by a few bucks) and a decent PSU from a great company.

Because of the price, he said $550 max, so I gave him the best I could at $550, if he said $600 I would recomend a 6850.

On Newegg they are 5 770's that are 1299.99 or less, They perform about the same as a 6850 but use less power so why not recommend that.

Remember, it's the fact that they perform ABOUT the same, but not the same. The 7770 is pretty close in performance to the 6850, but still lower, and performes worse in some games. Also, the 7750 gets blown out of the water by the 6850.
So to recap: 6850>=7770, 6850>>>>>>>>>7750.
