Mobile phone network IP ban?

Hey guys,
So today, while at school, (during lunch of course, I'm a good student, don't worry ;) ) I tried to check TechPB to see if their was any new threads, but when I refreshed the site, it said "[error 2000] You are not allowed to view the forum."
Now, I did the standard clear cookies and everything, and reloaded, same thing. I thought maybe I'd read the help documents, nope, if your not allowed to visit the site, that includes the help documents(in case that what I think would be a software glitch).
So, what I'm wondering is, did my dynamic IP address's (for my mobile phone's internet) previous user get banned?
Can this IP address be removed from a ban list?
74.198.9.161

Done. Consider it a favor. A simple question to ask but with 100's of banned ip addies to look through it is not something an admin will continuously do.

Ok thanks, What i was hoping for would just be someone saying at least something, even if it was "Well, we do have tons of banned IP addresses, so looking threw to see if its banned would take alot of time that we dont have".

P.S. do you have to manually look threw all the banned IP addresses or can you just search it to see if its banned? the first way would suck.

We manually look through all the ip addies. They are not in numerical order.
