I was reading about the Infamous bolt on a Empire Axe and when they said "1.5 turn out" what do they mean? And can someone tell me how many blinks are 3ms dwell?

I think it's a 1 1/2 turn counterclockwise.

But how do you know where to start when putting the allen keys in the velocity adjuster?

If you have to turn it out, you have to start with it all the way in.
