Lightness - Carbon Fiber if you want to go light
Price - There isn't much out there for $100 and below. You would be looking at getting a aluminum alloy tank, which will be heavier.
If you would be able to squeeze out maybe an extra $40-$50, then you would be looking at purchasing some nice tanks.

I would just get a good 68/4500 5 year tank. Yea it's above your price range, but it's either that or a cheapo steely. If price is your biggest concern, I would get one of these two tanks:
Nameless 48/3000 Steely $30
Nameless 68/4500 Carbon Fiber 5 Year $110
Most tank regs these days are high flowing enough not to lead to shootdown issues so you don't need the best, and there's little difference on the actual tank from manufacturer to manufacturer except on the length of hydro. Both of the above, although not the best, work just fine and the CF one has a 5 year hydro like a high quality tank.
