USPS insurance is limited depending on the type of shipping service you're using. Priority mail with delivery confirmation is capped much lower than something like, certified mail. International shipping also makes things difficult. Priority Mail does not have package "tracking" like Fedex/UPS do. Delivery Confirmation service is strictly proof that the package has been delivered. If you want tracking you need to use a faster/higher service like Express Mail.

Priority Mail® International is limited to $675.
Express Mail® International is limited to $5,000.

Based on the shipping calculator at USPS.com the total shipping price from California to Canada is $71 at the post office, or $66 if paid/printed on the website.

No, you can send parcels express mail. There's just no "flat-rate" option. I calculated that postage rate based on a 10lb, 12" cube box going from CA to Canada. Good luck with the sale :)

Thanks, i asked for every option at usps to ensure that will meet orange standards. After 30 minute of talking with various employee's, I just gave up and simply shipped it out flat rate. I have nothing to worry about anyways i'm not scamming anyone in the first place.
