HP Compaq nc 8230 won't turn on

I have a laptop that will not turn on. From what I understand it is not the battery or the charger ( the charger is brand new ), what part do I need to fix it and is it difficult to install that part? I got the laptop for free and would really like to get it working.

When you plug the charger in, does the battery charging light come on?

the light comes on on the charger but not the computer

Does the cable feel loose inside the computer?

it's not loose to where it pulls out easy, but, I can jiggle it

If it's jiggling, that's not good. Either your power port is broken, or your battery isn't holding a charge. The only way to tell, is to take the battery out of the laptop, plug it into the wall, and try to turn it on. If it still doesn't turn on, then your power port's fucked.

then the power port is shot because I have done that and nothing
