Will the Empire RF Chip fit with my Invert Too and my Azodin Blitz? Thanks in advance.

You wont need it. If you play semi the Halo is more than fast enough. If you play PSP it is WAY faster than you need. Save your money.
You're not your job. You're not how much money you have in the bank. You're not the car you drive. You're not the contents of your wallet. You're not your fucking khakis. You're the all-singing, all-dancing crap of the world.

There are no generic "best" settings. My recommended settings? Press the on button, proceed onto the field.
Is it jamming? Are you outshooting it? Not activating when you fire?
If it doesn't miss any shots, and it's not jamming, stop messing with it! If your loader is working without any problems, one of the worst things you can do is start messing around with the settings.

Just put batteries in, turn the marker on, and you're set to go. The stock settings should work perfectly fine, unless your marker is super quiet and the microphone can't pick it up. As long as it feeds when you shoot, there isn't any need to change the settings.
