Well I've been working on this paper for the past few days now and my goal is trying to balance the Federal Budget. Right now I'm working on National Defense and what I'm stumped on is what Operation and Maintenance Defense-Wide is...Is it the oversea's operations orrrr wuutt??

Obvious troll is obvious.
Anyone working a federal budget especially working on national defense stuff would have to have Top Secret security access, and would never post a question like that, on top of it, they would never ask someone who doesn't know what Operations and maintenance means.
