For all MS's posturing about Windows 7 running better on low end hardware than XP, I've not seen it. I've had machines run perfectly fine on XP and choke with 7. For most situations, Vista = 7 performance wise.
Vista's problem wasn't that it was a shit OS. It was a decent OS being loaded on shit hardware. That combined with the new driver model (an overall good thing) and UAC (Vista's only real "problem" IMO) created a bandwagon of Vista hate.

You can't just willynilly switch OS'. You have to make sure the Drivers are available first.
EDIT: If you're already running 32 Bit just upgrade the RAM instead of going backwards with an OS that you can't get licenses for anyhow.
