first off im not a birthday baller, i have bought all of my gear so far but my birthday is coming up and i want to get some new gear. im thinking get a fusion fx and then put together some cash for a carbon fibre air tank and a halo B (shop owner near me says he'll sell me the halo and the tank for 115) is this a good idea?

Get the tank and loader BEFORE getting a gun. It's a pretty good deal if the tank is in hydro.

And may I suggest an Axe, or used supergun over the FX?

i dont buy used unless i can see that the gun is functioning, and my local shop sold 95 guns last weekend so they dont have any left

In my honest opinion, the Axe is a better marker for the price, if you can get over the ergos

trust me, i hate bad feeling markers. i refuse to use my cocker right handed because im a lefty and macroline fitting sticks out of the left side of the regulator

Yeah, try holding the Axe. If you don't like it, try the Etek4.

You get what you pay for with the 2012 proto reflex rail. It has an amazing smooth and quite shot. It has a fast rof if that matters to you. It has an amazing feel to it and just amazing to hold. To top it off it has a clamping feed neck and on off asa which both are of high quality. But if that all wasn't enough the milling is great to and comes in many colors. Perfect choice. I have personally used this on the field at a big game and it rocks I highly suggest it.
