BST Threads Locked?

I have a silly question, which I am sure there is a logical explanation for. I have noticed that many BST threads end up locked, when I don't see any sort of deal worked out on the thread? I was wondering why this is, since if you are interested in the item it is against the rules to PM the seller, so I was wondering if anyone can let me know why this happens. Thanks!

They're either not following the rules, or have been inactive for a month.

BST threads are automatically locked after thirty days of inactivity, or if they break the rules. If you find an item you like, but the thread is locked, you'll just have to move on and find something else, since, like you said, PMing in the BST is not allowed.
