To answer your original questions:
Are adjustable risers (like the Killjoy or Tiberius) necessary? It depends on how far you plan on shooting. Typical speedball distances, no. As you get farther though, your optic doesn't have enough vertical adjustability (it needs degrees of adjustment vice the typical 'minutes' of adjustment).
There aren't really any cheaper models around. They're fairly specialized for the arcs associated with Paintball/FS rounds so, no other producers(i.e chinese airsoft manufacturers) have gotten in on them. You can find either the Killjoy or the Tiberius model at Rockstar Tactical (I shop there often).
If you make one of your own, you may want to consider the following:
If it's adjustible, you need to be able to consistently adjust it for various, pre-determined ranges.
It needs to be able to support the weight of your optic while holding it's setting in odd positions (i.e. you flip the gun upside down to sling it, etc).
