Okay so I have a GoPro 960p and I was wondering what set of settings would be better.
I have the choice of:

No HD but a high frame rate of 60
HD but with a frame rate of 30

Also I'm using a barrel mount would it be better for the camera to be upright on the barrel or upside down?

Setup: PM7 // Pinokio Hopper // 48/3000 Ninja Steely Tank // White Camo Dye I4's

A higher frame rate will make for much smoother video but obviously you will lose the clarity that HD provides.

How you mount the camera is totally up to you. Some people like having the camera mounted under the barrel so it doesn't "get in the way" and some like it mounted above the barrel. Neither way will yield better or worse results.

the res/frame rates are 960p aat 30fps? and 720p at 60fps?

id go with 720p, lots of people use it, sinc emost cameras have similar settings with 1080p at 30fps and 720p at 60fps..
