alright so i know its just the beta right now and it isnt the latest build infact its like the build from games con or so and its not optimized. however i get horrible fps i get maaaybe like 25 fps and down into the teens when heavy firefights break out  on low with no network smoothing. i basically have to either have strong patients or not even play the beta at this level. however my question is once the game is optimized and everything, do you think my GTX 650 will be able to run BF4 even on low with good frame rate, like 60 or 50 fps.

I heard the latest Nvidia Beta drivers help optimize their cards for the game. A friend of mine with a 680 had issues before, then he tried the beta drivers..

I doubt you'll be able to pull 50fps even on low settings. My 570 barely pulls that on bf3, and its a stronger card than the 650.
