They use the same solenoid (if not the same, remarkably similar) and a similar bolt system. The XTC comes with an on/off asa, metal feedneck, and a nicer board. The Dye board is just fine and has the modes that you would need, but you must take off the grip panel to change settings. The PMR UL grip frame is more comfortable to me. As well, the PMR uses autococker threaded barrels (thus you could use anything that you may buy on the next gun) whereas the XTC uses ion type threads.
Overall, I would choose the XTC. Choosing the PMR is not by any means a mistake.

The two are very similar in many ways, you have to look at the amenities. They both come with a clamping feed neck, neither are lever lock. The eXTCy does come with an on/off asa and the Blackheart board. But the Rail shoots a bit smoother. Both are great markers, so your best bet is to play with both if you can.

It feels hardly different than an Ion or similar (XTC) if you ask me.
Can't agree with you on this one. I have both a stock 2011 Rail and stock Ion (stock meaning no internal upgrades). They are very similar in construction and function. But the Rail is without a doubt smooter, quiter and feels better in the hands.

do you feel the 42ms dwell on the rail?
the dwell is actually 30ms and no not unless you've shot a poppit would you ever tell that there is a difference and even then its very difficult if not nearly impossible to tell. to put it in perspective,
- 300 to 400 milliseconds — the time for the human eye to blink. meaning that the solenoid is releasing air to the bolt faster than you can blink so it really makes no difference between 8ms dwell and 30ms dwell. when i had my rail i couldn't even notice it nor did I ever go "man if only i had a lower dwell i would have gotten that guy out before he shot me".
But the Rail is without a doubt smooter,
quiter and feels better in the hands.
Noise and feeling better in the hands doesn't have anything to do with dwell. I agree on those points though.
He never said the two were connected.
