would it be possible to drill into an empty 12g CO2 cartridge and thread in a macroline fitting or steel braided hose?

No, its too thin. Some have tried and got extremely injured in doing so.  I recommend against trying.

Why? If you are doing it for a phantom just get the correct part to have a macroline fitting.

the wall thickness of actual 12 grams is insufficient to be tapped to adequately and safely accept an 1/8" NPT fititng.

do they sell dummy 12 grams on their own?
